Boards and Commissions Information
Historic Preservation Commission
· The Historic Preservation Commission was established to recommend to Board of Alderman the adoption of ordinances designating areas, places, buildings, structures or other objects, including city-owned property, having significant historical, architectural or aesthetic features as the city's landmark sites; to recommend to Board of Alderman measures to protect those portions of the city that have significant historical, architectural or aesthetic features; and to hold public hearings on issues affecting proposed or designated landmark sites or structures.
· The commission shall consist of nine voting members who shall be residents of the city appointed by the Mayor with the advice and consent of Board of Alderman, and with due regard to proper representation of fields such as history, education, architecture, urban planning, archaeology, real estate, art, and law.
· No person holding an elected office in the city government shall be eligible for appointment.

Park Board
· The Parks Board is made up of nine members, appointed by the Mayor. Its purpose is to provide advice and recommendations to the Mayor, Board of Alderman and staff on matters relating to the Parks and Recreation Department, including such things as budgeting, capital improvements, regulations and city-wide recreation programs. The Department wants to ensure that people in Ozark have full and equitable access to high-caliber locally responsive recreational programs, efficiently operated facilities, and safe, clean and beautiful parks and open spaces.
· The Park Board meets on the second Monday of each month at 7:00 pm./

Planning and Zoning Commission
· The Planning Commission was established to prepare and recommend to the Board of Alderman a comprehensive plan for the present and future development or redevelopment of the city. Such plans shall be advisory and created to show the Commissions’ recommendations for the development of City territory and may include, general location, character and extent of streets, bridges, parks ,waterways, and other public ways, grounds and spaces, locations of public buildings and property, residential, commercial, industrial, and other uses of land, public utilities public or privately owned, removal, relocation, widening, extension, narrowing, vacation, abandonment or change of use of such existing or future public ways, and regulation of enforcement and administration of the zoning plan.
· The Planning Commission will also designate land suitable for annexation, and recommend to the Board of Alderman, from time to time, changes in the comprehensive plan.
· The Planning Commission shall consist of 7-15 members, appointed by the Mayor.

L.C.R.A. (Land Clearance & Redevelopment Authority)
· The LCRA recommends development incentives such as tax abatement and tax-exempt revenue bonds. The Authority also recommends condemnation of commercial, industrial, and residential properties for the redevelopment of areas approved by the Ozark Board of Aldermen. The Mayor shall appoint a Board of Commissioners of the authority which shall consist of 5 commissioners.

Variance Board of Adjustments and Appeals
· The Board of Adjustments and Appeals is a quasi-judicial appellate board which determines and provides interpretations and relief from perceived grievances related to the City's zoning ordinances. The board's duties are to hear and decide:

Appeals where it is perceived there was an error in any order, requirement, or decision
made by an administrative official or agency based on, or made in the enforcement of, the City's zoning ordinances;

Requests for special exceptions, or for interpretations of, the zoning map;

Requests for special exceptions for conditional use permits

Requests for variances from the terms of the zoning ordinances predicated on special hardships.
· The Variance Board of Adjustments and Appeals meets on an – on –demand basis.

TIF Board
· The TIF Board meets to discuss areas that could improve by a Tax Increment Financing tool that would apply to a district selected by the City and the Board for capital improvements and redevelopment. The TIF Board is made up of Mayor appointed Board members, an Appointed Commission elected by the Board, a Taxing Authority representative, as well as school district appointees to the board.

Tree Board
· The Tree Board seeks to monitor trees in the parks and all public property within the city limits of Ozark. The Board gives advice and guidance on the health and care of trees and on matching trees to specific areas based on size and longevity. The Board also creates a “Tree Management Plan.” The Tree Board also helps support area Arbor Day events and hosts an annual plant sale to raise money to purchase new trees.
· The Board consists of 5 members, appointed by the City Park Board.
· The Board meets Quarterly throughout the year.

Industrial Development Authority
· The Industrial Development Authority's purpose is to promote and solicit industrial and economic development projects. Executing leases, contracts, releases, compromises, and other instruments are necessary for selling, loaning, issuing, investing, etc.
